Louisiana Grant Programs for FORTIFIED Roofs
What Is the Louisiana Fortify Homes Program?
The Louisiana Fortify Homes Program (LFHP) is administered by the Louisiana Department of Insurance (LDI) and funded through a dedicated surcharge on residential property insurance policies statewide. It exists for one purpose: to help Louisiana homeowners afford the cost of upgrading to a FORTIFIED Roof™ standard.
When you receive a grant, the money goes directly to your contractor after the work is complete — you don't have to front the full cost and wait for reimbursement.
The program has grown significantly since its 2023 launch. Governor Jeff Landry recently signed legislation adding $50 million in new funding, on top of $30 million already budgeted for 2026–27. And starting July 1, 2026, Louisiana Act 79 establishes a permanent, recurring funding source so the program continues long-term — it's not going away.
Do You Qualify? Here's What the Program Requires
These are the headline requirements. The full rules document is available at ldi.la.gov. We review eligibility with every client before they apply — if something disqualifies you, we'll tell you upfront.
Your Home
- Must be your primary residence with a homestead exemption
- Single-family homes only — condos, mobile homes, rentals, and second homes are excluded
- No outstanding code violations or unpaid property taxes
Your Insurance
- Must have an active homeowners policy that includes wind and hail coverage
- If your home is in a FEMA Special Flood Hazard Area (Zone A or V), you must also carry an active flood insurance policy
Your Income
- Household income cannot exceed 250% of the Area Median Income (AMI) for your parish
- For Orleans Parish, that's approximately $180,000 for a family of four
- Income limits vary by parish — contact us and we'll confirm your specific threshold
What $10,000 Actually Does to Your Math
Most FORTIFIED Roof™ upgrades run between $8,000 and $20,000 depending on the size and complexity of your home. A $10,000 grant doesn't just offset cost — it can change the entire ROI of the project.
Here's how it stacks up for a typical Louisiana homeowner:
- Roof upgrade cost: ~$12,000
- Grant covers: $10,000
- Your out-of-pocket: ~$2,000
- Annual insurance savings: $1,200–$2,500 (varies by carrier and parish)
- Break-even on your out-of-pocket: 1–2 years
- Savings over 5-year designation period: $6,000–$12,500
That's before accounting for the reduced risk of storm damage claims and deductibles.
How the Grant Process Works — The Short Version
Louisiana Grant Program — Common Questions
It's a grant. There is no repayment requirement. The funds go directly to your contractor after the work passes inspection — you don't handle the money at all.
Yes. During each registration window, all eligible applicants are entered into a random lottery. Meeting the eligibility requirements doesn't guarantee selection — it just makes you eligible to be selected. This is why applying during every open window matters.
You can apply again in the next window. The state has committed significant new funding — $50 million in additional grants is expected to open a new window in October 2026, and Louisiana Act 79 creates permanent recurring funding going forward. Missing one window isn't the end.
No. The work must be done by an LFHP-approved contractor who is also trained to install to FORTIFIED standards. You must get bids from at least three approved contractors in your area.
Yes, storm-damaged homes can qualify — but the damage repair must be done to FORTIFIED standards to receive the certification and insurance discount. This is actually one of the best times to pursue the grant, since a roof replacement is already needed.
No. The program is limited to primary residences with a homestead exemption. Rental properties, investment properties, and second homes are not eligible.
No — that was a requirement when the program first launched in 2023. The program has since expanded to all Louisiana homeowners with qualifying homeowners insurance, not just Citizens policyholders.
